I thought this had been fixed by installing with the local Administrator account but it's come back. Every time i start pgAdmin now it asks me if I want to reboot my machine. Click no and start it again and it runs. Any other ideas?

My user account is in the Administrators group on this machine. I'll try installing using the local administrator account and see if that fixes it.

Good 'ole Windows installer... Did you install as a full administrator
on your system?
