Patch to change owner of language

Hi all,

Here is a patch to support this new PostgreSQL 8.3 feature : the
possibility to change the owner of a language (ALTER LANGUAGE x OWNER TO y).

This patch would love to be on Dave's "shiny new unapplied patches
folder" :)
