Yes, that file does not exist on Mac OS X 10.3.9 with Xcode 1.5  
installed (the latest available for 10.3). Earlier versions of Xcode  
may have included it? (/usr/include isn't part of the standard OS  
install -- it's part of the Developer Tools package.)
